Personnel recruitment in the maritime sector has to comply with international and national requirements regarding the competence levels expected for rank. Shortage of qualified seafarers, especially officers, have been identified as a global issue that is likely to worsen in the future. For Crew Managers this may impose a challenge on hiring the right people for the job.
There has been a positive trend for the Norwegian International Ship (NIS) register over the past 3 years, with more ship-owners registering their vessels back to Norwegian flag. According to Olav Akselsen, Director of the Norwegian Maritime Authority (NMA), ‘more than 230 vessels have been registered in NIS since 2014, most of them coming back to Norwegian flag due to changed operational terms for the owners’.

Fatigue is generally described as the state of feeling tired, weary or sleepy due to prolonged mental or physical work, anxiety, exposure to harsh environments or loss of sleep. The result of fatigue is poor performance and diminished alertness. In the shipping industry the effects of fatigue are particularly dangerous and is often a major factor in large accidents at sea. Not only can such accidents have major consequences for the safety for those onboard the vessel but also possess a major environmental threat
